Previously, Dolly worked for the Mayor of London, where, as a Senior Policy Officer, led a flagship project for the European Commission, Hydrogen for Innovative Vehicles (HyFIVE) under two political administrations. Coordinating global vehicle manufacturers, Dolly was at the forefront of developing solutions to improve air quality and mitigate climate change in London and other major European cities, through implementing a network of zero-emission vehicles and hydrogen refuelling stations. Dolly concurrently managed air quality communications for the Mayor’s environment team, promoting the T-Charge and Ultra Low Emission Zone policies, including the delivery of London’s Low Emission Bus Zones and School Air Quality Audit programme. Dolly is learning to speak Swedish and has an interest in urban design having recently contributed to Arup’s ‘Cities Alive: Designing for Urban Childhoods’ report.

IEEE Smart Cities Standards: Helping Enable Smart Cities Technologies for Humanity
- IEEE SA is at the forefront of developing standards covering the entire ecosystem of the smart cities and committed to smart cities standardization developing a portfolio of standards and programs to address key aspects of the smart cities’ framework.
- This talk will highlight some of the key programs covering both horizontal standards that address the smart cities framework including foundational elements such as wired and wireless protocols but also some of the key infrastructure standards focused on specific verticals.
- The IEEE SA standards program addresses not only the functional elements but also some of the core issues of trust, identity, privacy and security to enable end-2-end trusted systems and how experts can participate and engage in this global dialog.

In this role, Sri is focused on identifying and growing standardization programs in IoT/Smart Cities, Sensors, Blockchain and AR/VR focused around developing end-to-end trustworthy systems. Sri also heads the standardization activities for IEEE SA for the Asia Pacific region.
Prior to joining IEEE, Sri was associated with Freescale Semiconductor Inc. (formerly Motorola Inc.) for 18 years, managing a global Electronic Design Automation R&D team focused on modeling of mixed signal designs and Electro-magnetic compliance for Freescale products.
Sri received the Accellera Technical Excellence Award in 2009 for his leadership and contributions to design automation standardisation activities. Sri holds a Bachelor of Science degree in Physics from Madras University, India and a Post Graduation degree in Electrical Communication from Indian Institute of Science, Bangalore, India.

She joined the local authority as a multi-method researcher in 2017 following a MSc in Smart Cities and Urban Analytics at UCL’s Bartlett Faculty for the Built Environment in London. She’s led on night-time economy and licensing policy research, intelligent management of highways assets, as well as co-led university collaboration in the field of data science. In previous roles, she delivered research, campaigns and editorials focused on urban sustainability, resilience and public health internationally, primarily within academia and the third sector in Utrecht, Busia (Kenya), Berlin and London.

Michael Donaldson is the Commissioner of Technological Innovation, Electronic Administration and Good Governance of the Barcelona City Council.
He has a Law Degree from the UB and a master’s degree in public management. He has worked as director of strategic planning and central services in the municipalities of Rubí and Gavà. Michael is also a Coordinator and rapporteur of the seminar “Diversity and Legal Planning” – Jaume Bofill Foundation.
Researcher on Social Movements and Public Policies at the Institut de Govern i Polítiques- UAB. Kirsten develops and embeds Westminster City Council’s smart city strategy, guiding interdisciplinary teams to deliver innovative projects with a wide range of external partners. She joined the local authority as a multi-method researcher in 2017 following a MSc in Smart Cities and Urban Analytics at UCL’s Bartlett Faculty for the Built Environment in London. She’s led on night-time economy and licensing policy research, intelligent management of highways assets, as well as co-led university collaboration in the field of data science. In previous roles, she delivered research, campaigns and editorials focused on urban sustainability, resilience and public health internationally, primarily within academia and the third sector in Utrecht, Busia (Kenya), Berlin and London.

Dr Lingjian Li
Smart Infrastructure Lead, Oxfordshire County Council
Dr Lingjian Li received his PhD in Electrical and Electronic Engineering from the University of Bristol in 2014. His research centered on developing high power efficient antenna systems for “Green” wireless communication networks. He has wide-ranging expertise including wireless communications, IOT sensors and data science, and he has rich experience in applying innovations for real life operations and delivering tangible benefits throughout his career in Telecommunication, Infrastructure to Local Government sectors.
He currently leads the Smart Infrastructure Team within the iHUB at Oxfordshire County Council. The iHUB links the council with the innovation community, aiming to drive a smart and sustainable Oxfordshire through the integration of disruptive technologies. Dr. Anna-Vera Deinhammer is a trained architect and holds a PhD in civil engineering – her research as well as practical activities have always dealt with providing a healthy, liveable built environment. She highly intends to combine the best out of two worlds: the academic world and the construction industry, fostering an integral approach. Due to her broad experience in the construction industry she brings a ‘think-outside-the-box’ mentality to her job at the City of Vienna, where she is responsible for coordinating the municipal Circular Economy activities as well as establishing and leading the DoTank Circular City Wien 2020-2030.
Her work at the City of Vienna centres around the topics of Circular City, Integral Building Research and Engineering Science. Vienna being at the forefront towards a Circular City, motivates Dr. Deinhammer to push knowledge exchange on a national and international level. She represents the City of Vienna in many working groups, such as chairing the Working Group Circular Construction – roads, infrastructure, public space of ICLEI´s Big Buyers Initiative together with the City of Haarlem; EUROCITIES Economic Forum; Circular Economy Club.

Dr Marija Zima-Bockarjova started her career at ABB as a Research Scientist and Project Manager in 2010 and has contributed to the development and assessment of many innovative and disruptive technologies, providing strategic technical consulting to ABB leadership and supporting ABB business development across multiple key industrial segments.
